“UL listed” and “UL certified”

What’s the difference between “UL listed” and “UL certified”? Is it semantics? It seems to be used interchangeably so it’s confusing.

It appears that “UL listed” means a complete product that is recognized by UL, while “UL certified” means dependent components that are recognized by UL.
